Reliance begins construction of 300 TPD Bio-CNG project in Greater Noida

The Greater Noida Industrial Development Authority (GNIDA) has commenced construction of a 300-tonne-per-day (TPD) bio-CNG plant in Astauli, marking a significant step toward sustainable waste management. Developed by Reliance Bioenergy, the facility will convert wet waste into bio-CNG fuel for vehicles.

The bio-CNG project by GNIDA is aimed at addressing the city’s increasing volume of wet waste. The project started with a Request for Proposal (RFP) issued in 2023 under the Uttar Pradesh Solid Waste Management Policy. Following the RFP process, Reliance Bioenergy was awarded the contract in September 2024 and the formal agreement was signed in March 2025.

The bio-CNG plant is being built on a Design, Finance, Build, Own, and Operate (DFBOO) model. Under this framework, the concessionaire—Reliance Bioenergy—will shoulder the entire cost of construction and operations. GNIDA will not have no financial input in the bio-CNG project.

The bio-CNG plant is being built on a land parcel of 11.5 acres which is provided for a lease period of 25 years to Reliance.

According to the agreement, the facility must become operational within 12 months of receiving a Consent to Establish (CTE) from the Uttar Pradesh Pollution Control Board (UPPCB). The company is free to choose its technology, provided it is based on bio-methanation and capable of processing 300 TPD of biodegradable waste to produce road-grade Bio-CNG fuel.

Presently, Greater Noida generates nearly 800 tonnes of waste every day. The biofuel generated from the upcoming plant will meet Indian Standards (IS) and will be suitable for use in vehicles, particularly city buses.

GNIDA will receive a royalty of Rs 225 per tonne of waste processed. The authority will also benefit from revenue generated through carbon credits from the waste to energy project. Reliance Bioenergy will retain the rights to sell the Bio-CNG and other by-products generated from the facility.

Recently, the adjoining Noida Authority is also planning to build a biogas project at the renowned animal shelter situated in Sector 94. Similarly, the Yamuna Expressway Authority (YEIDA) is preparing to roll out a comprehensive waste management and plastic recycling program across its sectors.
